'Fear not' — a command, not a feeling

God doesn't tell them to feel brave. He tells them to refuse to be ruled by fear. The next four phrases are the reasons fear is no longer in charge.

'For I am with you' — presence

The first answer to fear is not information. It's company. God doesn't explain the danger away; he stands in it with you.

'Be not dismayed, for I am your God' — identity

Dismay is what happens when you forget who you belong to. The reminder 'I am your God' re-anchors you.

'I will strengthen you, I will help you' — provision

Two future-tense verbs. Strength to face it, help to get through it. He doesn't always remove the situation; he supplies you inside it.

'I will uphold you with my righteous right hand' — security

The strongest hand in the universe is holding yours. You will not fall off a cliff he isn't standing on the edge of.
